When you hear people talk about a looming $2-billion state-of-good-repair backlog at Toronto Community Housing, as Mayor John Tory did last week , it can sound a bit abstract. I mean, we can tell that’s a truckload of money – or a whole fleetload – but what is this “backlog” exactly, or this “state” that needs “repair”? What does it look like? Well, in part it looks like a hail of bricks raining down like bombs on a pedestrian walkway, as a building that is home to hundreds of people literally falls apart around them.
